Abstract
The paper finds that the 'urban minimum living standard guarantee scheme' has been implemented with a high level of horizontal equity effect. This is because the social aid subsidy allocated by the central government has played a key role in it. Nevertheless, the rural minimum living standard guarantee scheme has been totally relying on local and regional government funding, hence lacking a certain level of horizontal equity. By contrast, the traditional rural social aids are with an extremely high level of horizontal inequity in financing. Therefore, in order to have the general public protected by the scheme, promoting the effective implementation of the rural minimum living standard guarantee scheme is a viable way. And the central government can play a role of financing, so that the minimum living standard guarantee scheme in the rural area can be expected to have a higher level of horizontal equity.
