Abstract
In the recent 30 years, with the drastic socio-economic transition happening in China, the new poor group also emerges. In the late 1990s, Chinese government has weaved a social safety net, establishing a series of social aid programs, the effectiveness of which has attracted serious attention from the academia. The indicator of horizontal equity reflects the 'equity orientation' of social aid schemes, surpassing the previous empirical studies and becoming a new paradigm for social policy performance evaluation. The paper uses horizontal equity as the indicator, and the 2003-2005 Ministry of Civil Affairs Yearbook as the empirical evidence. It evaluates the performance of rural-urban minimum living standard guarantee scheme, providing empirical evidence for the further development of social safety net scheme in China.
