Abstract
The study is based on a survey of 580 districts across various provinces in China. We analyse the implementation of urban Medicaid scheme. The results suggest that the scheme is based on a after-event aid model, which may bring further problems. As in a large part of China, the Medicaid scheme only reimburses several types of 'serious diseases', forming a barrier for the poverty population to access sufficient medical services. And this has, unsurprisingly, caused the uneven distribution of start-up funds and administration funds across different regions of China.
