Abstract
One of the key goals of public services is to realize horizontal equity, that is, to enable the poor people in different regions access generally the same level of minimum living resources. In the research, we prove that the urban minimum living standard guarantee scheme has already achieved this goal, with the central government subsidy playing a key role in minimizing the gap. In order to have the rural residents in different regions receive the relatively equal protection, it is vital to continue promoting the social aid program transferring from the traditional aids to minimum living standard guarantee scheme. The central government subsidy is essential.
