Abstract
Academic publishing is at a crossroads of transformation. This article focuses on the OA transformative agreements between commercial publishers, libraries, funding bodies and governments in the Europe and the United States and reviews the open access developments and innovations in 2019. It looks at how open initiatives and models drive the changes of publishing rules and construct an open ecosystem for scientific research and publishing. It concludes by discussing how China’s OA practices might contribute to the global transformation of research communication.
