    ![CDATA[The history of a nation is partly the history of its borders - borders which include and which exclude. The northern border of Australia is in the seas which separate it from Indonesia, Timor and New Guinea. The management of the northern border is problematic. Australia has two major concerns: the control of maritime resources, and the control of immigration. The northern border presents an economic stake and a social challenge.]]
