Abstract
Construction housing sector in Malaysia is suffering from a prevailing problem that is abandonment of housing projects during construction. Many initiatives were taken to solve this problem including rehabilitation of the abandoned projects as a major step. However, this is not an easy process and may involve various risks. The purpose of this paper is to shed light on potential risks during the rehabilitation process and to identify strategies to mitigate them. Based on the review of relevant literature and documents, rehabilitation process may involve: legal and regulatory risks, financial risks, managerial risks, and technical risks. Strategies to mitigate these risks include risk acceptance, research, protection, sharing, and avoidance. It is evident that managing the perceived risks is vital to guaranty successful completion of the projects. Conducting further empirical study is recommended to identify risks based on the opinion of different parties involved in the rehabilitation process and to evaluate their capacity to manage these risks including risk analysis, risk response, and risk monitoring and control.
