Appraising for development: the case of Indonesia's indigenous Papuans human resource needs

    Abstract

    ![CDATA[This paper presents findings of a rapid appraisal of human resource (HR) issues in the Indonesian province of Papua. The work, applied in nature, is a product of a Papua government request and it is the first serious attempt in critically appraising the HR conditions in the country’s backwater province. Utilizing a rapid appraisal methodology of analysis, the paper discusses the HR issues and identifies critical areas for government intervention in order for it to come up with a human resource development (HRD) strategy for the province. It, however, acknowledges ongoing political will and commitment in programmes and activities from the government, private agencies and donors towards addressing this challenge. The paper also argues that unless such endeavours form a concerted effort into addressing the plight of particularly indigenous Papuans, their stagnating status in human development areas will continue to be the status quo in Indonesia.]]
