Australia and Japan : toward a full security partnership?

    Abstract

    This chapter assesses the development and future prospects of the Joint Declaration of Security Co-operation (JDSC). The main argument put forward is that despite current momentum there are limitations on the future development of the JDSC based on Japan’s constitutional constraints, the rise of China, and leadership changes in both Tokyo and Canberra. Accordingly the paper will outline the responses to the JDSC and then assess the agreement and consider if there is scope towards a full security partnership. Finally the constraints on the JDSC will be outlined and implications analysed.
