Blagoveshchensk and Heihe : (un)contested twin cities on the Sino-Russian border?

Abstract

We now shift attention from the borders of Europe to those dividing Russia and China, and to the only cross-border continuously built-up area along that vast dividing line. Integrative possibilities might seem improbable here, particularly given the indifference (at best) of the two central governments. Yet, with both capitals very far away, and relations thus in the hands of regional and local authorities and local people, they seem alive and economically flourishing. Here, as in Chapter 21, flows are the principle inter-linkages of the two cities. However, the lack of mutual trust between national and regional officials born of historic burdens complicates cooperation in spheres beyond trade and tourism, and results in highly prescribed twin-city relations.
