    Abstract

Regardless of the target or perpetrator (i.e. children, adults, community, forensic etc.), identifying a fixed and measurable definition of bullying has proven elusive (Smith and Brain 2000; Ireland 2005a). This appears to be particularly the case when trying to define the bullying that occurs among adults and older adolescents where 'bullying' may be construed as 'childish' and the label bullying behaviour does not therefore apply. This has been cited as a reason why bullying can be under-reported in prisons, with prisoners failing to acknowledge their aggression as 'bullying' (Ireland and Ireland 2003).
