    Abstract

    On 13 November 2007 Andrew Bridges, HM Chief Inspector of Probation governing England and Wales, gave an address to an All Party Parliamentary Committee on the following topic 'Dangerous Offenders - What Can Be Achieved?' (http://www.homeoffice.gov.uk). As the Chief Inspector of Probation one of his main tasks is to review the management of all offenders who, while under statutory supervision in the community, commit a serious further offence (which is referred to under the acronym SFO). A point to raise here is although the term/acronym is drawn from a UK perspective it taps into broader principles which have a universal relevance.
