Abstract
This paper contains an analysis of the role of local authorities in issues concerning children, with a closer focus on section 28 – the children’s rights clause – of the Constitution of the Republic of South Africa, 1996 (“the Constitution”). This article advocates for the recognition of a wide mandate for local authorities in respect of children.
