    Abstract

    This judgement by the Appeals Chamber of the International Criminal Tribunal for Rwanda (ICTR) deals with yet another conviction by a Trial Chamber of the ICTR of a senior government official for serious crimes committed during the carnage that took place in Rwanda between April-June 1994. In the case of Emmanuel Ndindabahizi, this also included a conviction for the 'crime of crimes? the crime of genocide, as defined in Article 2 of the ICTR Statute. This followed previous convictions for genocide of former government officials, including Jean Kambanda, the former prime minister of Rwanda (who had pleaded guilty), Jean-Paul Akayesu, the former bourgmestre of Taba and Sylvestre Gacumbitsi, the former bourgmestre in the commune of Rusomo.
