Abstract
In conclusion, the governance framework of MSP can be seen as facilitating the process and encouraging transboundary cooperation. The governance framework of MSP creates broad procedural and substantive boundaries for MSP cooperation, which are complemented by softer instruments, emphasizing the importance of voluntary MSP cooperation. The procedural nature of MSP makes it a continuing journey for sustainable and integrated ocean governance. MSP appears to share the same strengths and weaknesses as sustainable development, which it seeks to implement. As a consequence, MSP is not able to escape the problems of fragmentation but, at the same time, this is not one of its strengths; countries can come together and adapt MSP to their needs to advance common goals. One of the central characteristics of both MSP and its governance framework is adaptivitity.
