Critiquing the tourism impact model : case studies from popular Sydney beach side destination

Abstract

Since the Tourism Impact Model (TIM) was designed to be a tool to provide information for local government on the benefits of tourism (or proposed tourism development) to their local government area (LGA), it was important to have an in depth analysis of the model. Tourism Impact Model was evaluated as part of a Tourism Cost Benefit Analysis research project conducted by the University of Western Sydney with three research partners" Manly, Waverley and Sutherland Shire Councils. This paper explores the claimed simplicity of the Tourism Impact Model and illustrates that the simplifying assumptions made within it are misleading to those that are unacquainted with some basic principles of tourism data collections and/or regional economics. Thus, for a tool that is supposed to elucidate to the user the costs and benefits of tourism within their LGA, it is in fact a tool that can very easily misguide any decision making process undertaken by local government if they are unaware of the consequences of some of the assumptions built into this model.
