Abstract
Culture' has played a part in development rhetoric for several decades, contributing to the broadening and diversification of the development discourse (analysed by Bjorn Hettne in the first volume of this book project). In its progression, the 'culture' concept has also encountered the realms of conflict and security. I shall evoke this interface, but only after a prior detour through two other matters. First, briefly traced, the path through which, in UNESCO-led discourses since the late 1960s, 'culture' has figured in the development paradigm. Second, just as succinctly, some of the ways in which that role raises contradictions and aporiae.
