Abstract
In this article I will explore the way the moral panic surrounds the presence of children in urban public space, particularly after dark. I will locate this panic in historical terms and consider what are the underlying relations of class and colonial power that drive 'respectable' people to outpourings of moral alarm and governments to introduce coercive measures to deal with the identified offenders.
