Abstract
The construction sector is facing unprecedented level of challenges arising from the onset of fourth industrial revolution. The sector is notoriously the second least digitalised and lumbered with poor productivity. At the same time demand for housing and infrastructure is rapidly increasing with population growth, economic and environmental pressures. Rapid digitalisation of the sector is therefore imminent. This report presents a Strategic Policy Direction Framework for the Digitalisation of the New South Wales (NSW) Construction Sector (the DigiCon Framework).
This framework was informed by a comprehensive literature review, industry engagement activities involving over 100 participants, and interviews with 38 key stakeholders and representatives from leading professional bodies, including AIB, AIQS, AIA, CIOB, UDIA, MBA, BuildingSMART, and EA. It was then refined and validated through a public policy expert forum.
The DigiCon Framework provides a coherent policy structure to accelerate digitalisation of the NSW construction sector, envisioning a digitally enabled industry with enhanced productivity. The framework is built on four digital pillars: software (platforms and applications for automation and collaboration), hardware (tools, sensors, and equipment for data capture and integration), liveware (people, leadership, and digital capability), and digital infrastructure (connectivity, data management, and cybersecurity). These pillars support eight (8) strategic objectives and 20 strategic directions, ensuring a balanced approach across technology, skills, systems, and governance.
By adopting this framework as an integral part of the policy cycle, decision-makers can enhance digital readiness, accelerate technology adoption, and drive the Australian construction sector toward a more innovative, productive, and future-ready industry.
