Abstract

It is a cruel irony with respect to the foundational principles of both UNESCO and WEF that, even as this chapter is being written (May 1999), bombs are again falling in Europe. Once more there are those who continue to flout the call for 'peace in our time', who continue to fail to respect cultural and ethnic differences. And it is perhaps no surprise that the current tragedy is being played out within the Balkans, for 'balkanisation' has become a virtual synonym for differentiation and the compartmentalisation of distinctions, standing in direct contrast to the kind of synthesis sought through a belief in the value of 'unity through diversity'.
