Abstract

Multi-Agency Public Protection Arrangements (MAPPA) are a key operational structure charged with the community management of sexual and violent offenders. Through local partnerships underpinned by national statutory guidance and legislation, the arrangements bring together three responsible authorities (police, probation and prisons) and a range of ‘duty to cooperate’ agencies who are charged with assessing risk and providing responsive risk management plans in a context of closer interagency cooperation and shared responsibility.
