Abstract

In 2008, over 100 million people were driven into poverty and the number of people experiencing chronic hunger topped one billion for the first time in history because of skyrocketing food prices. Since the global food crisis, food security has emerged onto the world stage as a key item on the agenda of many nations, regional bodies and international organisations. The United Nations states that access to food and freshwater is a basic human right. It is essential to survival, not only for individuals but also for states. A nation that fails to provide for the food security of its citizens undermines the legitimacy of its own government. As the global population grows, and competition over essential resources increases, providing food and water security will become one of the defining challenges of the 21st century. The persistent existence of widespread hunger is a security threat, a moral failing and a missed opportunity for development and prosperity.
