From 1995, under President Edward Chen, Lingnan College moved from Wan Chai in the heart of the city to Tuen Mun in the far western New Territories and began to develop new programs in the Humanities and Social Sciences, achieving University title in 1999. Some of the NGOs I have mentioned are among the more than twenty media, artistic and community organizations that have taken part in this program; others are Oxfam Hong Kong, Greenpeace, Hong Kong Repertory Theatre, Hong Kong Federation of Youth Groups, Heep Hong Society for the Handicapped, Step Forward Multimedia Company, Ming Pao Daily News, Cattle Depot College (Ngau Pang Sue Yuen)-a community college which organises classes for the public and publishes a cultural criticism magazine called E + E-and the renowned performance group Zuni lcosahedron.20 Do not mistake me; nobody sneers at funding.
