Abstract
Comprehensive assessment of proposed types of urban development in terms of their likely energy use and consequent greenhouse gas emissions is a necessary planning tool to improve sustainability. This would enable the design of appropriate pricing and regulatory measures to control development in order to achieve defined objectives and targets.
