    ![CDATA[This chapter reflects on the OECD inspired debate on the development of effective antitrust controls. In particular it considers the role of private enforcement and the issues to be considered by the State and Regulators in designing the balance of administrative and private actions in an attempt to design and achieve the optimal level of deterrence. Drawing upon experiences of some OECD member states, the study proposes some key design principles.]]
