    Abstract

This chapter addresses several interrelated concerns that bedevil reforms intended to internationalize education via English Medium Instruction, specifically the work of management and leadership in structuring university learning for change. Management and leadership are important for facilitating the learning and changes required of a university to successfully implement EMI. Sophisticated management and leadership are required to make small and incremental changes in university EMI policies, routines, procedures based on useful feedback. Evidence-driven feedback is required for producing more effective steps forward. University leadership is responsible for enhancing the capability of academics to learn to institutionalize EMI, for instance through establishing effective multilevel modes of open communication. The first objective of this chapter is to provide a definition of English Medium Instruction. In doing so it examines reasons for English Medium Instruction; explains how English Medium Instruction differs from English-only pedagogics, and provides an introductory orientation to what English Medium Instruction might look like. This chapter's second objective is to provide an overview of the key role of multiple levels of university management and leadership in effecting the organizational learning and change required for the university-wide institutionalization of English medium Instruction. To do so, this section outlines management and leadership responsibilities for designing organizational operations for university-wide English Medium Instruction, and sketches the work of university management and leadership in establishing a standards framework for university-wide English Medium Instruction.
