    Abstract

    ![CDATA[The island of Timor is part of the East Lesser Sunda islands in the south of the Indonesian archipeligo. Timor is located about 600 km north of Darwin, Australia. The first Europeans to arrive in Timor were the Portugese in 1511, followed by the Dutch in 1651. The European powers had regular disputes regarding sovereignty over the island. However, in 1860 they reached an agreement on the delineation of the borders between the two parts of Timor. East Timor, as well as the enclave of Oecussi in West Timor, were part of the Portugese empire in Asia and West Timor was part of the Netherlands Indies. As a consequence, Portugese (Penal) law was applicable in East Timor, or Tomor Leste as it is called in Portugese, whereas Dutch (Penal) law was applicable in West Timor.]]
