Abstract
Acquiring an education has been a traditional avenue for mobility, employment, and a better future for millions of people. It is a basic human right that has long been recognized as essential for realizing the potential of individuals and the economic well-being of states (World Bank, 2005). Paricipation in educauon is now also widely recognized as critically important in responding to emergencies and creating greater stability in fragile states (Inter-Agency Network for Education in Emergencies, 2010). Major initiatives such as Education for All and the Millennium Development Goals from the United Nations and its attendant organizations exemplify the importance given to education as a major element in the effort to improve the lives of people (United Nations High Commissioner for Refugees [UNHCR], 2002).
