Abstract
In June 2006, the Hong Kong (HK) Government introduced the Quality Migrant Admission Scheme (QMAS), to attract talents, well qualified professionals and business executives, from overseas as well as from the other parts of China, to immigrate to HK. This article discusses the merits of various admission factors under the QMAS, and concludes that the Scheme has not fully achieved its objectives.
