    Abstract

This paper discusses community-based tourism initiatives on an island setting in the Philippines. The issues and challenges in community-driven tourism venture in Pamilacan Island were determined using a combination of field observations and interviews with local residents and key officials from government agencies and people's organizations. The paper examines the enabling factors that have empowered local fishers to shift from an otherwise unsustainable fishing practice to a sustainable use of marine resources. The study was conducted from mid- 2009 to late- 2010.
