Abstract

The concept of leadership generally, and the adoption of leadership development programs in particular, is an emerging issue for organizations in Arab societies. The State of Kuwait is also dealing with these issues. This paper discusses the importance of leadership development for Kuwaiti organizations, as they have challenges that many other organizations do not encounter. Traditional social patterns of behavior and a foreign labor force imply leadership development should be a high priority of Kuwaiti organizations. This paper overviews reasons why Kuwaiti organizations establish leadership human resource development programs. It also suggests opportunities to understand why they might be maintained.
