    Abstract

![CDATA[This chapter gives a short background to the national scheme, including its legislative history and its co-operative scheme predecessor. It then sets out both the legislative and administrative structure of the national scheme, explaining how the national scheme laws interrelate and how Commonwealth agencies administer them. Whenever it is necessary to deal with the Australian Securities and Investments Commission (ASIC) or one of its constituent or associated bodies, the appropriate section of this chapter will assist the reader to understand what law is being applied, what powers are being exercised, by whom and with what consequences.]]
