Parramatta Junior Rugby League (PJRL) Wellbeing & Culture Conference: Evaluation Report

Abstract

Parramatta Junior Rugby League (PJRL), in collaboration with Western Sydney University and the Parramatta Eels Rugby League Club, with support from Parramatta Leagues Clubs, have implemented a multiyear strategy to improve the culture and wellbeing of junior rugby league. This multifaceted strategy is primarily focused on reducing incidents of gameday violence in PJRL competitions, while also building community capacity in several key areas of: improving mental health literacy, increasing positive referee engagement, and implementing a positive youth development approach to all current and future PJRL community engagement initiatives. Recognising the need for a whole-club approach and long-term strategy, the PJRL–WSU–Eels project team began in early 2024 by supporting coaches through the PJRL Coaching Leadership Workshops, delivered in preparation for the PJRL Culture & Wellbeing Summit (2025). In March 2025, PJRL hosted the inaugural PJRL Culture & Wellbeing Summit. All players competing in PJRL's Under-14's age group, in addition to U14s coaches, trainers, managers, and at least one parent of each player, were invited to attend Accor Stadium (Sydney Olympic Park) for the Summit. The day featured interactive presentations and workshops focused on violence prevention, mental health literacy, learning from the Parramatta Eels 'Greats of the Game', and respectful treatment of referees. As part of a wider strategy, the Summit reflects PJRL's commitment to shifting the culture of junior rugby league towards one that is safe, respectful, and free from all forms of violence and abuse. Following the PJRL Culture & Wellbeing Summit, the Western Sydney University research team sought to gather feedback from parents regarding the key issues affecting Parramatta Junior Rugby League, and whether the event contributed positively to overall club culture and player wellbeing. As will be explored in greater detail in the report findings, the PJRL Summit was highly regarded and meaningful for participants. There was an overwhelming support for its continuation and expansion, coupled with constructive feedback, which provides a clear path forward for future improvements. The feedback clearly identifies areas where the PJRL can enhance its ongoing support and initiatives. It provides a valuable foundation for shaping future iterations of the PJRL Summit by informing policy adjustments to foster a safer, more inclusive, and supportive environment for all participants in Parramatta Junior Rugby League.
