Abstract
This paper proposes a maximum likelihood method for carrier frequency offset estimation for flat fading channels, via incorporation of the known pilot symbols as spec- ified by numerous OFDM standards. The method is optimal across a wide range of SNR, in terms of estimation error and bit error rate.
