    Abstract

    ![CDATA[Casey and Trofymowych (1999) identified a community consultation conundrum in policing that resulted from two apparently opposing dynamics: consultation with relevant communities is recommended as a core strategy to promote accountability, and to strengthen intelligence-driven approaches to the management of crime, while at the same time, evaluations of consultation indicate widespread dissatisfaction on the part of both police and community participants with the processes and the outcomes of consultation.
