Abstract
Stuart Hall, addressing the nature of the homegrown British racism that developed in three phases from the late 1940s to the late 1960s, places Powellism at the summit. Powellism stands for “the formation of an ‘official’ racist policy at the heart of British political culture” that solidifies after Enoch Powell’s infamous pronouncements on the Black “Enemy Within” of 1968 and 1969 (ibid. 150).
