    Abstract

![CDATA[The paper will explore the gap between public policy and community engagement in the area of problem gambling, with particular reference to ethnic communities. The discussion draws on experience in Greater Western Sydney and critiques the mismatch between public policy and community needs. It establishes narrowing the gap between policy and practice is an immense task given the silence, secrecy and taboos that surround gambling issues. To a large extent, problem gambling creates isolation of victims, their family, friends and associates; a whole sub-group within the community can be affected. In exploring solutions, the paper contributes a number of approaches to engage those confronted with gambling problems. In the context of previous research and programs, the tools suggested are supported in principle by our community partners and provide a bottom up approach to public policy that connects with communities and their real concerns. The tools are considered to be of importance in enhancing the knowledge and well being of communities, especially given the nexus between problem gambling, domestic violence, depression and suicide. They differ from other contemporary approaches on four accounts; they provide an adaptable avenue to promote gambling awareness, dialogue and discourse within community groups, contribute a unique set of educational tools and resources that are easily transferable, advance the development of community support groups, and offer a focus for health and well being, within a health paradigm.]]
