Abstract

In Public Administration, administrative reform is a broad concept that includes re-forming aspects of government in action in different ideas with time and space relations from bureaucracy to open government (Richardson & Baldwin, 1976; Ingrams et al., 2020; Ingram, 2020). It focuses on the twin objectives of crisis management and national development in emergent economies (Ahmad & Azizuddin, 1995) through civil service reorganisation to governance reform. Administrative reform in Bangladesh lacks systematic and appropriate initiatives. Well-organised, all-encompassing, comprehensive, and systematic studies and efforts are required to bridge the academic and practice gaps and contribute to guiding national development.
