Abstract
This Australian case study was conducted on the cusp of significant change in the landscape of Australian early childhood policy and practice. Australia has had a very fragmented approach to early years provision (OECD, 2001; Press, 2006). This has given rise to a perceived ambiguity of purpose in early childhood provisions and established fertile ground for corporate provision of childcare to thrive and expand across Australia over the last decade (Press & Woodrow, 2005). This fragmentation has also undoubtedly been instrumental in entrenching an artificial dichotomy between care and education in early childhood policy and practice.
