Abstract
As Australians we have long understood ourselves to be a nation of homeowners. Until recently homeownership has seemed to be a rite of passage for most Australians. Australian governments have supported and reinforced this in practical ways through capital gains exemptions, the exclusion of the primary home from pension calculations, negative gearing, first home owner grants and tenancy policies that make it easy for investor landlords to buy and sell when the time is right (but which consequently make renting insecure).
