Abstract
This report is produced by the Institute for Culture Society under funding from the NSW Decarbonisation Hub's Land and Primary Industry Network. We review the literature on social license to operate and apply a social license framework to analyse workshops with experts on the potential for an industrial hemp industry in Lithgow, which is a transitioning economy in the Central West of NSW.
