Abstract
The inception of strategic planning in the Western world can be traced to the post-World War II period [1]. Strategic planning in public administration and territorial management has been borrowed mostly from the private sector, where reducing a large number of variables to only the most plausible and prioritising short- and medium-term actions according to the most consensual criteria are the norm.
