Abstract

![CDATA[Disasters cause substantial damage around the world every year. While there are usually preventive measures that can be implemented to mitigate loss of life, it is often not economical to avoid damages to infrastructure and building or to insure entirely against loss of life through disasters. Thus the recovery from disasters is a challenge and the demand for effective post disaster response will accordingly increase. It is vitally important to look in to reconstruction phase so as to improve the effectiveness and efficiency of response. In this context, capacity building aims to increase an organization’s access to information and technical know-how by improving internal management structures, processes and procedures as well as strengthening partnerships among various players in the development process and it has been identified that there is a need to generate a focus on capacity building in disaster management. In this context, the objective of this paper is to discuss and explore the problems associated with post disaster reconstruction and to explore how to enhance the capacity of organizations and people concerned so as to strengthen the reconstruction process. The research methodology includes a comprehensive literature review on post disaster reconstruction and capacity building.]]
