Abstract

The innovation of C3West may be not so much in the art work produced in specific partnerships, as in the ways it is able to generate new contexts for arts practice through engagement with non-arts practices. C3West's attempt to generate contemporary art outcomes through collaborative partnerships between business enterprises, art institutions and communities has taken place in relation to shifts in thinking about the arts, and particularly in ways that governments conceive of arts policy. As such, C3West is a litmus test for intersectoral arts engagements in Australia and the policy issues that accompany this. We understand policy to be official guidelines for action as well as understandings that are interpreted and strategically made use of by different parties. Our analysis is attuned to the different levels at which art policies circulate, are utilised and have effects: below we discuss the policy background at 'general', 'national' and 'practical' levels (that is, specific to C3West's development).
