    Abstract

Noel Pearson, Director of the Cape York Institute for Policy and Leadership, makes specific proposals for reform and innovation in Indigenous policy on behalf of his own and surrounding communities in Cape York. His proposal for land reform within these communities is poignant because the Aboriginal relationship to land is understood to be the spiritual core of Aboriginal culture. At the same time, land is a valuable commodity in the western economic system in Australia. The use of the term 'culture' within the Reconciliation discourse, and within Pearson's speeches, is explored for an understanding of the intersections between Indigenous and non-Indigenous conceptions of social development.
