    Abstract

Policing institutions during the 70s, 80s and 90s had a lot to answer for. Misconduct and criminal activity were commonplace. However allowing the narcissistic elder sibling of a dysfunctional family to manage the deviant child of the same family is neither logical nor rational. But at the end of the day it is all about maintaining the status quo and this has been achieved.
