    Abstract

    This chapter will explore some of the ways in which ideas and principles regarding the ‘cultural economy’ have been promoted by the organizations of the UN system. In analysing these itineraries, it will focus on the agenda-setting processes: how policy issues have been defined, who the different participants and stake-holders have been, what role has been played by individual policy entrepreneurs and how policies and programs have been imagined and implemented. It will also question the coherence of the disparate activities carried out by the different agencies: as vectors of the institutionalized cosmopolitanism that has become integral to globalization, do they ‘deliver as one’?
