Abstract

![CDATA[It’s a pleasure to be here. It’s a pleasure to participate with such an esteemed panel and to talk to all of you about some really fundamental issues. It’s wonderful to see the level of interest in the Philippines on these questions because, of course, as we all know space is ubiquitous, space is important for every country, and governments, officials, agencies, lawyers, scientists, everybody needs to understand not only the benefits that space gives us but the regulatory framework around it, so thank you so much for the invitation to be speaking to you. I’ve been asked to talk to you about two of the treaties, the Moon Agreement, to which the Philippines is a state party, and the Liability Convention, to which the Philippines is currently a signatory state but not a state party.]]
